Makes a new secret and returns it in this answer only. The previous secret keeps verifying for 24 hours (previous_valid_until), so your server can switch without the bell failing in between. Works when no secret exists yet, too.
Auth: Secret key only. The dashboard has the same operation under /v1/dashboard/notifications.
