List changelog subscribers and the labels they follow

Newest first. label lists only subscribers following that label slug. meta.total is every subscriber; meta.next_cursor pages. Emails are personal data: keep pages small.
Auth: Secret key only. The dashboard has the same operation under /v1/dashboard/changelog.
